War, uncontrolled grazing, lack of alternative cooking fuel, illegal logging and prolonged interruption of conservation programmes have resulted in severe degradation of the environment in Afghanistan.
These impacts have exacerbated a more general and long-standing process of land degradation, evidence of which is apparent throughout much of the country.

(I) Increase natural vegetation and forest cover through community and government supported greening projects, including rangeland management, agro-forestry and horticulture initiatives.
(II) Provide alternative sustainable livelihoods through
the creation of home and community based nurseries, forestry,
agro-forestry and horticulture initiatives especially aimed at widows
and other vulnerable groups.
(III) Increase environmental awareness through education
through the development of an environmental curriculum for primary
students; tree-adoption programmes for school children; training of
environmental officers who will educate communities; and the launching
of a nationwide media campaign involving radio and television.
(IV) Building Capacity at Institutional and Community
Levels through training, cooperation on strategic planning and policy
development, provision of equipment, joint project implementation and
financial and logistical support in the development of greening
activities.
